I have to acknowledge receipt of your letter dated 1st February, 1942, and to inform you that Permits cannot be granted to private individuals for the despatch of parcels to British Prisoners of War in neutral countries.

I am however, enclosing herewith a leaflet giving details regarding the despatch of parcels to British Prisoners of War.
