My dear Cheshire
As the Chief of the Air Staff is away I am writing on his behalf and on my own to send you our warmest congratulations on the award of the Victoria Cross.
Your courage and skill have long been a byword not only in the squadrons which you have commanded so successfully, but in the whole of Bomber Command. Now that your magnificent record of service is being more widely published in the citation to the award, it will, I know, be an inspiration to many throughout the Royal Air Force and outside it. It is highly fitting that the splendid determination and power of leadership which you have shown throughout the war should be given special recognition now, when we are reaping the full fruits of the great bombing offensive on Germany in which you have played so distinguished a part.
