Letter dated '12 Oct 1951' explaining the duty of the Imperial War Graves Commission in commemorating members of 'His Majesty's Forces, from all parts of the British Commonwealth and Empire, who died in the 1939/45 war.' and their intention to erect memorials 'in England at Cooper's Hill near Runnymede, in Canada at Ottawa, in North Africa at El Alamein, in Malta at Valetta and in the Far East in Singapore.'. Letter explains that the memorial at Cooper's Hill 'will commemorate all those of the Air Forces who lost their lives and have no known place of burial, whilst serving from bases in the United Kingdom and North Western Europe.'.
