Bihar.
Men and Women of Bihar,
This is a day of rejoicing and of hope: of rejoicing because victory is at last accomplished over the evil power of Nazi Germany: of hope because great Allied forces from the West can now be sent against the Japanese who attacked this country from the East, and an early end to the troubles caused to you by the war is in sight.
In Africa, Europe and in Asia, the men of the Indian Forces have fought gallantly and many have paid the supreme sacrifice to save India from the terrors and cruelties of war.
In the difficult days to come let us all try to be worthy of that sacrifice.
