Urges wives to get their husbands to have the cited declaration drawn up without delay to protect their wives and their children. The declaration can be issued by a company commander instead of a solicitor. The declaration prevents divorce proceedings being carried out against their wife. Any extramarital relations, because of the exigencies of war, are forgiven and if the divorce comes through after their husband’s death, the wife is the sole beneficiary.

Prior to this, marriage could not be dissolved if a spouse died during court proceedings. The surviving spouse had the legal status of widow and a claim to their earnings. Moreover, they could retain their spouse’s surname. The writer deems this to be unfair, particularly during a time of war. The new regulation gives a right to divorce to the deceased if it were the fault of the other spouse. The procedure must be initiated by the attorney general and is said to be followed only in the most difficult cases for the public good. The legal status of the divorced spouse can be removed from their spouse’s date of death. They then are no longer a legal beneficiary and can be prevented from retaining their married name. A court ruling can exceptionally be made if the deceased has not yet applied for a divorce and the deceased was unaware of their spouse’s serious misconduct. The attorney general can only make use of his powers if it is proven or safe to assume that the deceased would have wanted a divorce if they were aware of the facts and their death prevented this.

A proclamation by General Dwight D. Eisenhower, Supreme Allied Commander and Military Governor follows the allies’ invasion. It stresses that military rule will be strict but fair in the allied territories with the aim of achieving peace, removing the Nazi leadership and sentencing war criminals. The civilian population will be able to go about their daily business. There are photographs of General Eisenhower and American officers in discussion with German civilians.
