Description

Reference is made to the war in the Pacific and naval victory in the Solomon Islands a year after the United States’ entry into the war. It explains the reasoning behind it and Japan’s weakened state with significant losses to its ships and aircraft. Japan’s solitary role is noted, focusing on controlling the Far East, removing the United Nations from the South Pacific and cutting America’s communication line. It observes that battle lines are stretched and refers to the impact of Pearl Harbour.

President Roosevelt’s message to the French is detailed, explaining the rationale for its occupation of North Africa and encouraging passive resistance from French citizens. He also explains the pragmatic reasons behind his approval of General Eisenhower’s provisional arrangements with Admiral Darlan in North and West Africa. Any French government after victory would be established by the French people. French troops under General Giraud were in Tunisia alongside the Americans and British. Roosevelt had demanded the release of prisoners and repeal of Nazi laws.

Secretary of State, Mr Cordell Hull, has announced an agreement concerning the French colonies, safeguarding French economic interests in the Antilles and immobilising French naval forces in Martinique.

New York governor, Mr Herbert H. Lehman, has been nominated as director of the Office of Foreign Relief and Rehabilitation Operations. He will be responsible for the distribution of supplies after the war is over.

French troops, leaving Oran for Tunis, were given a guard of honour by the American forces and addressed by their commander, Major General Fredendall.

General John J. Pershing, former Commander of the American Armies in France in the First World War, writes to President Roosevelt. He comments that their presence in North Africa should reassure the French about their future liberation.
